Check the titanium dioxide content of the paint. It is the pigment which makes it white. A cheap paint has very little鈥攕ince it's a relatively expensive component鈥攁nd premium paints have a lot. A good white paint will look very white immediately when painted on. While wet it will be glossier than when dry, but basically the same color.
