Trying to paint a ceiling where wallpaper goes all the way up to ceiling?

We need to find a way to paint a kitchen ceiling that has wallpaper all the way up to the ceiling and a very deep stairwall. The problem is the stairwall, how to tape above the wallpaper to get at the ceiling, any suggestions would help us out greatly. use a multi position ladder or place a 16 ft extension ladder from the wall facing you as you descend the stairs to a step that allows the rungs to be level. next place a 2x 10 plank from the extension ladder to a step ladder at the floor at the top end of the stairs. Or simply buy a pad trimmer that has two wheels on it and an extension pole. keep the wheels free of paint and it will keep paint of the wall.Trying to paint a ceiling where wallpaper goes all the way up to ceiling?
the safest way is to use scaffolding.

if you don't have access to that you can build a simple platform out of 2x4's and boards that would be at the same height as your kitchen floor. then you would have a safe sturdy platform to set your ladder on and paint the ceiling from your ladder just as if it were setting on the floor.

another option is to check your local rental centers and see if they have a special ladder that you could rent that has extendable legs for use on stairs like this.

However you get to the top use the correct kind of tape. You want a clean release tape made for delicate surfaces or it's very likely you'll pull off the wall paper when you remove the tape. Be careful, it's easier to fall off of a ladder in a stair case than just about anywhere and hitting those steps can cause some serious injury.
Get a wide roll of painters tape. It will not rip your wall paper then you pull it off. Then to cover the rest of the wallpaper to keep from paint splashing on it you can get a thin light tarp to place over the wallpaper and tape the top of it over the painters tape. But be sure to leave enough room on the painters tape to allow you to grab it and pull it off.
I would seriously consider hiring someone with experience to paint the stairwell. It will require scaffolding and that's not a job for amateurs. If that is the only area causing you concern it would be worth the $ to leave it to a professional. Good luck!
The best way to protect your wallpaper is to use masking tape. Its not that strong that will rip the wallpaper once you have to take it down. You can buy the tape at any DIY store.......good luck.
You're going to need a ladder, anyway. Either tape as you paint, or tape first.
