How do you smooth out a stubborn chipped paint ceiling that sanders won't seem to work on?

I tried sandpaper, sand metal mesh, and steel brushes on it. They didn't seem to work. How do you smooth out a stubborn chipped paint ceiling that sanders won't seem to work on?
You simply prime the area with a latex paint and let it dry. Then you go to lowes and buy a 5 gallon can of Dry Wall Gypsm mud for about $12 and mud those over.

Mud them over high with a trowel. Then sand that high patched area down to dead level. Reprime it and paint. That is how it is done.

You will need a ';broom handle'; sander to sand walls and ceilings easily. Those too, Lowes sells. Get yourself one it will save your back and give you a perfect job.How do you smooth out a stubborn chipped paint ceiling that sanders won't seem to work on?
